Appropriates $772,371.00 in general funds and $8,236,384.00 in special funds to the State Soil and Water Conservation Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $9,008,755.00.

Authorizes 13 permanent full-time positions and 3 time-limited full-time positions; limits salaries and fringe benefits expenditures to $860,908.00.

Allocates $65,000.00 for a Beaver Control Cost Share program to be administered on a matching basis with county governments.

Authorizes the commission to retain equipment sales proceeds for equipment purchases and to receive and expend bond proceeds per Mississippi Code Section 69-27-331 et seq.

Permits budget escalations up to $750,000.00 from any source consistent with federal fund escalation procedures and establishes agency accountability requirements for record-keeping and budget reporting.
