Appropriates $8,804,269.00 from the State General Fund and $14,046,463.00 from special funds to the Department of Archives and History for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $22,850,732.00.

Limits salaries, wages, and fringe benefits expenditures to $6,879,621.00 and authorizes 134 permanent full-time positions, 11 permanent part-time positions, and 10 time-limited full-time positions.

Allocates $2,000,000.00 from the Mississippi Landmark Grant Fund to support preservation of Mississippi Landmark Properties and $100,000.00 for Beauvoir Shrine operations.

Authorizes the agency to accept grants and donations, charge maximum allowable fees for services, and expend up to $750,000.00 for repairs and renovation of state buildings including the New Capitol, Old Capitol, Governor's Mansion, and War Memorial Building.

Imposes restrictions on salary increases and promotions unless specifically exempted (teacher increments, career ladder advancement, professional certifications, emergency health care positions, or ARRA-funded positions), effective July 1, 2010.
