Appropriates $1,231,564.00 from the State General Fund and $1,608,764.00 from special funds for the Mississippi Arts Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $2,840,328.00.

Limits expenditures for salaries, wages, and fringe benefits to $710,055.00 and authorizes 12 permanent full-time positions and 2 time-limited full-time positions.

Designates $450,000.00 from the Education Enhancement Fund for training educators and promoting arts programs in public schools ($100,000.00) and miscellaneous grants and programs ($350,000.00).

Authorizes the Arts Commission to establish an Arts Commission Challenge Initiative Fund for the Challenge Program, with unexpended funds not lapsing and requiring grantees to provide matching funds of at least two times the grant amount.

Authorizes the Arts Commission to escalate its budget by up to $1,000,000.00 from available funds and to receive and expend funds from the American Recovery and Reinvestment Act of 2009 in accordance with Department of Finance and Administration regulations.
