Appropriates $1,362,132.00 from the State General Fund and $9,847,196.00 from special funds to the Department of Marine Resources for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates $7,000,000.00 from the Tidelands Fund for tidelands projects, including $1,100,000.00 for Deer Island payment, $900,000.00 for other payments, $1,805,000.00 for department programs/management, and $3,195,000.00 for 24 access projects across coastal communities.

Limits salaries and fringe benefits expenditure to $8,148,737.00, funded from general funds ($1,362,132.00), federal funds ($5,297,196.00), and other special funds ($4,550,000.00).

Authorizes 124 permanent full-time positions, 15 time-limited full-time positions, and 3 part-time positions; provides $600.00 annual uniform allowance per Marine Conservation Officer and Supervisor.

Establishes requirements for personnel actions, tracking of cell phone usage, prohibition on paying utilities for state-furnished employee housing, and preference for Mississippi Industries for the Blind in purchasing decisions.
