Appropriates $256,435.00 from the State General Fund and $108,832.00 from special funds to the Grand Gulf Military Monument Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $365,267.00.

Limits expenditures for salaries, wages, and fringe benefits to $250,171.00 and authorizes 7 permanent full-time and 1 permanent part-time positions.

Requires the Commission to maintain complete accounting and personnel records in the same format as fiscal year 2010 and submit fiscal year 2012 budget requests in comparable detail.

Imposes standard restrictions on state agency operations including restrictions on salary increases, vehicle use limitations, cell phone record disclosure requirements, and procurement preferences for Mississippi Industries for the Blind.

Takes effect July 1, 2010.
