Authorizes expenditure of $7,327,131.00 in special funds for the Pat Harrison Waterway District for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across major expense categories: Personal Services ($3,530,586.00), Contractual Services ($1,642,830.00), Commodities ($591,377.00), Capital Outlay ($680,015.00), and Subsidies/Loans/Grants ($882,323.00).

Authorizes 66 permanent full-time positions and 55 permanent part-time positions for the district.

Restricts salary increases and promotions to specific exemptions unless approved by legislature, prohibiting reallocation of funds to increase employee salaries without authorization.
