Authorizes expenditure of $7,002,863 in special funds for Yellow Creek State Inland Port Authority for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across personnel services ($585,463), travel ($20,000), contractual services ($527,200), commodities ($70,200), and capital outlay ($4,300,000 for non-equipment, equipment, and subsidies/loans/grants).

Authorizes 15 permanent full-time and 6 permanent part-time positions for the Authority.

Requires the Authority to maintain detailed accounting records and submit Fiscal Year 2012 budget requests in comparable format and detail to Fiscal Year 2011.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal in price, quality, and service.
