Authorizes expenditure of $1,322,587.00 in special funds for the Pearl River Basin Development District for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Establishes 6 permanent full-time positions and 3 permanent part-time positions for the district.

Authorizes the Director to escalate and expend up to $500,000.00 from any source for the Lower Pearl Restoration Project and South Jackson Clearing Project in accordance with the Army Corps of Engineers agreement.

Requires the district to maintain complete accounting and personnel records in the same format and detail as fiscal year 2010, and submit fiscal year 2012 budget requests in comparable format.

Includes standard legislative provisions regarding salary restrictions, American Recovery and Reinvestment Act compliance, cell phone usage reporting, procurement preferences for Mississippi Industries for the Blind, and public information campaign standards.
