Appropriates $16,566,396.00 in special funds for the Pearl River Valley Water Supply District for fiscal year 2011 (July 1, 2010 – June 30, 2011).

Allocates funds across major categories: Personal Services ($5,138,994.00), Contractual Services ($3,587,500.00), Commodities ($1,201,500.00), Capital Outlay ($4,948,402.00), and Subsidies/Loans/Grants ($1,690,000.00).

Authorizes 117 permanent full-time positions and 1 time-limited full-time position; restricts salary increases and personnel actions unless specifically exempted or approved by the State Personnel Board.

Requires the district's board of trustees to repeal all boating permit fees before funds can be expended, with future fees to be set by the Legislature only.

Mandates accounting records maintenance in same format as fiscal year 2010 and requires publicly available cell phone usage records for assigned wireless communication devices.
