Authorizes $111,667,885.00 in appropriations for the Mississippi State Port Authority at Gulfport for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across major categories: $3,113,400 for salaries and fringe benefits, $12,421,200 for contractual services, $92,000,000 for capital outlay (other than equipment), and $3,239,585 for subsidies, loans and grants.

Authorizes 48 permanent full-time positions for the agency.

Permits emergency escalation of expenditures above appropriated limits in cases of natural disaster or major catastrophe with approval from the Port Authority, Mississippi Development Authority, and Department of Finance and Administration.

Requires the agency to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, and mandates compilation and public availability of cell phone usage records.
