Appropriates $15,013,697.00 from the State General Fund to the Department of Rehabilitation Services for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Appropriates $203,625,165.00 from special source funds, including $3,681,802.00 from the Health Care Expendable Fund allocated for federal matching funds ($2,782,590.00), Independent Living Program ($854,903.00), and Deaf and Hard of Hearing services ($44,309.00).

Authorizes no more than $57,518,591.00 for salaries, wages and fringe benefits, with 992 permanent full-time and 28 permanent part-time positions, plus 276 time-limited full-time and 4 time-limited part-time positions.

Designates $2,061,680.00 as anticipated funding from the American Recovery and Reinvestment Act of 2009, with positions funded through this source designated as time-limited.

Authorizes $100,000.00 for the National Federation for the Blind Newsline service and $1,000,000.00 in additional special funds for the Independent Living, Home and Community Based Medicaid Waiver Program in the Office of Special Disability Programs.
