Appropriates $2,668,384.00 from the Oil and Gas Conservation Fund to the State Oil and Gas Board for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across categories including $1,799,443.00 for salaries and fringe benefits, $509,728.00 for contractual services, $151,203.00 for commodities, and $118,250.00 for capital outlay (equipment, vehicles, and communication devices).

Authorizes 39 permanent full-time positions and restricts salary increases unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, employee replacements, emergency health care hires, or ARRA positions).

Requires the agency to maintain accounting records in the same format as fiscal year 2010 and submit fiscal year 2012 budget requests in comparable detail to the Joint Legislative Budget Committee.

Authorizes the agency to receive and expend up to $200,000.00 from additional sources for the Comprehensive Data Management Program and to accept American Recovery and Reinvestment Act funds subject to Department of Finance and Administration approval.
