Appropriates $6,030,903.00 from the Public Service Commission Regulation Fund to cover expenses of the Mississippi Public Service Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes 73 permanent full-time positions and 4 permanent part-time positions; restricts salary increases and promotions unless specifically exempted by law or legislative authorization.

Appropriates an additional $300,000.00 from the Public Service Commission fund to administer the Mississippi Telephone Solicitation Act.

Requires the agency to compile and publicly release cellular phone usage records for all assigned wireless devices and maintain accounting records in the same format as fiscal year 2010.

Establishes general procurement and communication guidelines including preference for Mississippi Industries for the Blind when bids are equal and requires cost-effectiveness standards for public information campaigns.
