Extends the repeal date of dental services coverage under Mississippi Medicaid from July 1, 2012 to July 1, 2013.

Dental services remain limited to acute medical/surgical adjuncts, oral surgery, jaw-related procedures, and emergency extractions under the "James Russell Dumas Medicaid Dental Incentive Program."

Maintains annual benefit limit of $2,500.00 per Medicaid-eligible recipient for dental expenditures, with division approval for exceptions.

Requires division to annually evaluate the program's effect by tracking number of participating dentists, billing activity, geographic trends, and reporting findings to legislative committees.

Effective date is July 1, 2010, contingent on hospital assessment provisions in Section 43-13-145 remaining in effect.
