Appropriates $1,455,115.00 from the Real Estate License Fund to the Mississippi Real Estate Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across major expenditure categories: $810,801.00 for salaries and fringe benefits, $70,000.00 for travel and subsistence, $495,114.00 for contractual services, $56,500.00 for commodities, and $15,200.00 for capital outlay and equipment.

Authorizes 15 permanent full-time positions and restricts salary increases unless specifically exempted by conditions including teacher increments, career ladder advancement, professional certifications, emergency health care hires, or positions funded by the American Recovery and Reinvestment Act of 2009.

Requires the agency to maintain complete accounting and personnel records in the same format as fiscal year 2010 and directs budget requests for fiscal year 2012 to be comparable in detail to the fiscal year 2011 request.

Mandates the agency compile and publicly release cellular phone usage records for all assigned wireless devices and requires preference for Mississippi Industries for the Blind when purchasing commodities or equipment.
