Appropriates $448,188.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds by category: $231,550.00 for salaries and fringe benefits, $40,000.00 for travel and subsistence, $150,738.00 for contractual services, $19,300.00 for commodities, and $6,600.00 for equipment and wireless communication devices.

Authorizes 4 permanent full-time positions and establishes that Personal Services funding for fiscal year 2012 cannot exceed fiscal year 2011 levels unless new programs are added by the Legislature.

Restricts salary increases except for teacher increments, career ladder advancement, CPA certifications, employee replacements at departing employee salary levels, emergency health care hires, and ARRA-funded positions.

Effective July 1, 2010; includes standard provisions regarding accounting records, procurement preferences for Mississippi Industries for the Blind, cell phone usage reporting, and American Recovery and Reinvestment Act compliance.
