Appropriates $2,234,774.00 from special funds for the State Board of Medical Licensure for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds by category: $1,373,482 for salaries and fringe benefits, $556,767 for contractual services, $48,525 for commodities, $29,000 for travel, and $27,000 for capital outlay (equipment and vehicles).

Authorizes 24 permanent full-time positions with restrictions on salary increases and personnel actions unless specifically exempted by law.

Requires the agency to maintain accounting records comparable to fiscal year 2010 and to compile publicly available cell phone usage records for all assigned wireless devices.

Establishes that the State Personnel Board cannot escalate positions without written approval from the Department of Finance and Administration demonstrating availability of new or additional funds.
