Appropriates $264,662.00 from special funds in the state treasury to the Mississippi State Board of Physical Therapy for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes 3 permanent full-time positions for the board with appropriated funds.

Restricts salary increases, promotions, and reclassifications unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care positions, or ARRA-funded positions).

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2010 and submit budget requests in comparable detail.

Establishes standard procurement procedures including preference for Mississippi Industries for the Blind, cell phone usage tracking, and guidelines for public information campaigns.
