Appropriates $114,668.00 to the Mississippi State Board of Psychology for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Requires the board to maintain accounting and personnel records in the same format and detail as Fiscal Year 2010 and to submit Fiscal Year 2012 budget requests in comparable format.

Limits professional board management fees to not exceed $80,268.00 of the appropriated funds.

Establishes standard procedures for state agency public information campaigns including developing goals, evaluating effectiveness, seeking public service announcements, and utilizing Mississippi-owned media companies when feasible.

Requires compilation and public disclosure of cellular phone usage records for all assigned or issued wireless devices, and prohibits hiring former state retirees under contract for amounts exceeding $20,000 annually without prior governing board approval.
