Appropriates $2,832,736.00 from special funds to the Mississippi Board of Nursing for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across major expenditure categories: $1,796,448.00 for salaries and fringe benefits, $590,000.00 for contractual services, $165,000.00 for capital outlay (equipment and vehicles), and $197,288.00 for subsidies and grants.

Authorizes 34 permanent full-time positions and requires Personal Services budgets for fiscal year 2012 not to exceed fiscal year 2011 levels unless new programs are added by the Legislature.

Transfers $197,288.00 to the Office of Nursing Workforce and requires cell phone usage records to be publicly available.

Establishes that funds may be escalated if new federal or special source funds become available through the American Recovery and Reinvestment Act of 2009, with approval authority delegated to the Executive Director of the Department of Finance and Administration.
