Appropriates $604,525.00 to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds as follows: Salaries and fringe benefits $341,275; Travel and subsistence $37,000; Contractual services $189,000; Commodities $23,250; Equipment $14,000.

Authorizes 5 permanent full-time positions and restricts salary increases to specific circumstances including teacher increments, career ladder advancement, CPA certifications, and emergency health care professional hires.

Requires the agency to maintain accounting records comparable to fiscal year 2010 and submit fiscal year 2012 budget requests in similar format and detail.

Becomes effective July 1, 2010.
