Appropriates $920,490.00 in special funds to the State Board of Cosmetology for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across major expenditure categories: $492,447.00 for salaries and fringe benefits, $164,202.00 for travel and subsistence, $237,716.00 for contractual services, $18,225.00 for commodities, and $7,900.00 for equipment.

Authorizes 12 permanent full-time positions and limits the board to meeting no more than 62 days per year.

Restricts salary increases and promotions except for teacher increments, career ladder advancement, CPAs/professional certifications, replacement hires, emergency health care appointments, and positions funded through the American Recovery and Reinvestment Act of 2009.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2010 and to compile cell phone usage records for public availability.
