Appropriates $323,745.00 from special funds for the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across categories: $141,947.00 for salaries and fringe benefits; $25,000.00 for travel and subsistence; $131,998.00 for contractual services; $19,800.00 for commodities; and $5,000.00 for equipment.

Authorizes three permanent full-time positions and restricts salary increases unless specifically exempted by law (teacher increments, career ladder advancement, professional certifications, or emergency health care/child protection hiring).

Requires agency to maintain accounting records in the same format as fiscal year 2010, compile cell phone usage records for public availability, and give preference to Mississippi Industries for the Blind in procurement when bids are equal.

Effective July 1, 2010.
