Appropriates $46,671,800.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2011 (July 1, 2010 - June 30, 2011) to cover operating expenses and new home loans.

Allocates funds as follows: $856,020 for salaries and fringe benefits, $27,970 for travel, $324,150 for contractual services, $47,400 for commodities, $34,500 for equipment, and $45,381,760 for subsidies, loans and grants.

Authorizes 15 permanent full-time positions and requires the State Personnel Board to ensure Fiscal Year 2012 personnel services costs do not exceed Fiscal Year 2011 levels unless new programs are added.

Restricts salary increases to teacher increments, career ladder advancement, professional certifications, employee replacements, emergency health care hires, and American Recovery and Reinvestment Act positions.

Requires the agency to maintain accounting records comparable to Fiscal Year 2010 standards, give preference to Mississippi Industries for the Blind in procurement, and compile publicly available cell phone usage records.
