Appropriates $107,896.00 to the Mississippi Auctioneers Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes 1 permanent full-time position for the Commission with appropriated funds.

Establishes restrictions on salary increases and personnel actions, limiting Fiscal Year 2012 personal services costs to Fiscal Year 2011 levels unless new programs or positions are added by the Legislature.

Requires the agency to maintain accounting and personnel records in the same format as Fiscal Year 2010 and submit Fiscal Year 2012 budget requests in comparable detail.
