Allocates $181,653.00 of the appropriation for salaries, wages, and fringe benefits, authorizing 3 permanent full-time and 4 permanent part-time positions.

Restricts salary increases and promotions unless specifically exempted (teacher increments, career ladder advancement, professional certifications, employee replacements, emergency healthcare/child protection hires, or ARRA-funded positions).

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2010 and submit budget requests in comparable detail.

Establishes standard procedures for the agency's public information campaigns, including evaluation of effectiveness and preference for Mississippi-owned media companies.
