Appropriates $117,473.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2011 (July 1, 2010 – June 30, 2011).

Requires the Board of Optometry to maintain accounting and personnel records in the same format and detail as fiscal year 2010 and submit budget requests in comparable format.

Mandates the agency compile and make publicly available cell phone usage records for all cellular devices assigned to officers or employees.

Establishes statewide standards for state agencies conducting information campaigns, including developing goals, evaluating effectiveness, seeking free public service announcements, and preferring Mississippi-owned media companies.

Authorizes the agency to receive, budget, and expend funds from the American Recovery and Reinvestment Act of 2009 with approval from the Department of Finance and Administration.
