Reappropriates $30,675,058.00 from Fund No. 3931 to the Department of Finance and Administration's Bureau of Building, Grounds and Real Property Management for fiscal year 2011.

Reauthorizes expenditure of special funds previously appropriated for construction, repair, and renovation projects at various state agencies and institutions that were authorized in prior fiscal years under Senate Bill No. 2025 from the Second Extraordinary Session of 2009.

Limits expenditures to the unexpended balance remaining as of June 30, 2010, and prohibits changes to the original purpose for which funds were authorized.

Authorizes the Bureau of Building, Grounds and Real Property Management to receive, budget, and expend state, local, or other source funds designated for supplemental funding of construction and repair projects.

Takes effect July 1, 2010.
