Reenacts sections of Mississippi Code governing emergency telephone service charges, Enhanced 911 (E911) service, and the Commercial Mobile Radio Service (CMRS) Board, with modifications to existing provisions.

Extends the repeal date of these reenacted sections from July 1, 2010, to July 1, 2013, allowing continued operation of 911 and wireless E911 service programs.

Establishes a 7-member CMRS Board appointed by the Governor to collect and distribute a $1.00 monthly service charge per wireless connection and allocate funds (30% to administrative costs, 70% to emergency communications districts) for wireless E911 implementation.

Requires CMRS providers to register with the board, collect service charges on customer bills, remit payments within 30 days, and comply with FCC wireless E911 requirements; imposes registration and compliance fines up to $10,000.

Maintains confidentiality protections for 911 caller information and automatic number/location identification data, with limited exceptions for emergency services and court orders; provides liability protections for 911 service providers and CMRS providers.
