Authorizes the Board of Supervisors of Hinds County to establish the Hinds County Economic Development Authority with twelve trustees appointed from county supervisorial districts and at-large positions, with initial trustees serving terms equal to their prior appointments to the Economic Development District.

Grants the Authority broad powers to acquire, develop, and lease land for industrial parks, business parks, and economic development projects, including infrastructure construction and facility improvements.

Authorizes the county to issue up to $50,000,000 in bonds (general obligation or limited tax) to finance land acquisition, building improvements, and economic development purposes, with bonds maturing within 25 years.

Permits the Board of Supervisors to levy up to two mills in tax revenue to support the Authority, subject to 30-day public notice and possible voter approval if 20% of qualified electors (or 1,500, whichever is less) protest the levy.

Authorizes the Board of Supervisors to dissolve the existing Hinds County Economic Development District and transfer its assets and liabilities to the new Authority.
