Authorizes the Department of Environmental Quality to borrow up to $80,000,000 from the Mississippi Development Bank to fund its loan programs, with repayment from loan repayments received by the department.

Authorizes the State Department of Health to borrow up to $80,000,000 from the Mississippi Development Bank to fund its loan programs, with repayment from loan repayments received by the department.

Exempts loans made under this act to the Department of Environmental Quality and State Department of Health from certain certification requirements otherwise required under Section 31-25-27(14).

Permits the State Department of Health to pledge loan repayments from its water systems improvement programs to repay loans from the Mississippi Development Bank.

Both authorizations expire July 1, 2014, unless otherwise extended by the Legislature.
