Creates the Harrison County Motor Vehicle for Hire Commission as a public body corporate to unify rules and regulations for motor vehicles for hire across all six political jurisdictions in Harrison County, with commission regulations superseding local jurisdictions' rules.

Establishes a nine-member commission board composed of representatives appointed by Pass Christian (1), Long Beach (1), D'Iberville (1), Biloxi (2), Gulfport (2), Harrison County Board of Supervisors (1), plus two at-large commissioners with staggered four-year terms.

Grants the commission authority to adopt and enforce regulations on vehicle inspections, fare rates, licensing of drivers and operators, vehicle registration, permit suspension or revocation, and collection of fees from motor vehicle for hire businesses and operators.

Requires motor vehicle for hire operators to obtain licenses from the commission and maintain approved insurance coverage in amounts set by the commission, with ten days' notice requirement before policy cancellation.

Establishes misdemeanor penalties of up to $200 for violation of commission rules and regulations, with enforcement through Justice Court or municipal courts, and repeals the act on December 31, 2012.
