Allows the city to lease properties without competitive bidding if the governing authorities determine the property is no longer needed for municipal purposes and the lease will promote economic development, employment, and city revenues

Authorizes the city to retain the 20% earmark for educational purposes from any lease-derived revenue and attribute it for educational purposes within the municipality
