Exempts private pools, water therapy facilities at hospitals and medical offices, and private pools used for swimming instruction from regulatory requirements.

Authorizes the Department to impose administrative fines up to $250 per violation (not exceeding $1,000 total per operator) for non-compliance and to deny, suspend, or revoke permits.
