Extends the repeal date of Section 23-15-393, Mississippi Code of 1972 from July 1, 2013 to allow continued operation of voting machines special fund requirements.

Applies to counties with populations greater than 250,000 according to the 2000 federal census that must distribute voting machines in proportion to voter turnout in precincts.

Requires affected county boards of supervisors to maintain a special fund for monies received as reimbursement under the Help America Vote Act of 2002 for direct recording electronic voting equipment.

Restricts use of special fund deposits to upgrading, purchasing, or improving direct recording electronic voting equipment only.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965, as amended.
