Expands boards of supervisors' jurisdiction to include streets and sidewalks, granting power to open, lay out, construct, repair, maintain, pave, sprinkle, adorn and light such streets and sidewalks.

Grants boards of supervisors power to make police regulations necessary for preservation of good order and peace of the county and to prevent injury to, destruction of, or interference with public or private property.

Amends Section 65-7-7 to clarify that its provisions do not limit the jurisdiction and powers of boards of supervisors under Sections 19-3-40 and 19-3-41.

Takes effect July 1, 2010.
