Reenacts the Mississippi Telephone Solicitation Act (sections 77-3-701 through 77-3-735) to regulate telemarketing calls to residential consumers in Mississippi.

Requires telephone solicitors to purchase access to a "no-calls" database maintained by the Mississippi Public Service Commission and prohibits calling consumers listed on the database.

Mandates telephone solicitors register with the Public Service Commission, announce their name and company purpose at call start, and restrict calls to 8 a.m. to 8 p.m. Central Standard Time on weekdays only.

Establishes exemptions for calls related to established business relationships, real estate agents, insurance agents, financial institutions, charities, newspapers, and other specified entities.

Extends the repealer date of the telephone solicitation act from July 1, 2010, to July 1, 2013, effective July 1, 2010.
