Extends the repeal date of the Interagency Coordinating Council for Children and Youth (ICCCY) from July 1, 2010, to July 1, 2013, allowing the council to continue operating for three additional years.

Extends the repeal date for Section 43-14-3 (ICCCY duties and responsibilities) and Section 43-14-5 (special fund for System of Care operations) from July 1, 2010, to July 1, 2013.

Clarifies membership of Multidisciplinary Assessment and Planning (MAP) teams to include county-level representatives from education, human services, health, mental health, and rehabilitative services, plus up to three additional community stakeholder members.

Maintains the MAP teams and "A" teams as the single point of entry for comprehensive diagnosis and assessment of children and youth up to age 21 with serious emotional/behavioral disorders.

Takes effect July 1, 2010.
