Requires all cemeteries in Mississippi that provide burial lots for compensation to file information with the Secretary of State, including maps designating which lots contain human remains.

Directs the Secretary of State to develop and implement a burial lot filing system with maps to be filed at intervals no less frequently than once per year.

Requires county boards of supervisors and chancery clerks to provide the Secretary of State with a list of all cemeteries selling burial lots in their counties by October 31, 2010.

Authorizes the Secretary of State to impose monetary penalties up to $1,000 per violation for failure to comply with filing requirements.

Adds a new felony offense punishable by up to 6 years imprisonment or $10,000 fine for digging up human remains for the purpose of reselling the burial lot.
