Extends the repeal date of mental health standards and nurse practitioner-physician protocol provisions from July 1, 2010 to July 1, 2013 under Section 41-4-7, Mississippi Code of 1972.

Requires mental health patient records to be certified annually by a physician, clinical psychologist, or psychiatric/mental health nurse practitioner after in-person or telemedicine visits, with more frequent certifications if medically necessary.

Mandates regional community mental health and intellectual disability centers comply with all State Board of Mental Health established standards applicable to those centers.

Authorizes the State Board of Mental Health to withhold state funds otherwise allocated to regional centers that fail to comply with the board's established standards.

Makes technical corrections to terminology throughout Section 41-4-7 regarding intellectual disabilities and related mental health services.
