Reenacts sections establishing the reconstituted State Board of Health with 11 members appointed by the Governor, Lieutenant Governor, and Attorney General, including 5 licensed physicians and 6 public health professionals, with geographic distribution requirements.

Extends the repealer date for the State Board of Health, Executive Officer position, and State Department of Health from June 30, 2013 to June 30, 2014.

Authorizes the State Department of Health to issue a license to Alexander Milne Home for Women, Inc. for up to 45 ICF-MR beds in Laurel, Mississippi, with an initial application fee of $67,000 and monthly fee of $67,000.

Grants the State Department of Health authority to assess additional certificate of need review fees (up to 0.25% of proposed capital expenditure, minimum $250, maximum $50,000), charge fees for home health agency territory transfers, extend expired certificates of need, revoke nursing home licenses, and detain individuals for disease control purposes.

Establishes WISEWOMAN and WISEMAN pilot programs to reduce chronic diseases through education, prevention, and early screening, focusing on heart disease, stroke, cancer, and diabetes; names the state public health building after Dr. Alton B. Cobb and Mary D. Osborne; and raises capital expenditure thresholds requiring certificate of need review to $2 million and $5 million.
