Authorizes issuance of distinctive motor vehicle license tags to residents who support the African American Heritage Rodeo Association upon payment of an additional $30.00 annual fee in addition to standard taxes and registration fees.

Tax collectors retain $2.00 of each additional fee for the county general fund; remaining fees remitted monthly to the Department of Revenue.

State Treasurer distributes collected fees as follows: $24.00 to the African American Heritage Rodeo Association, $1.00 to the Mississippi Burn Care Fund, $2.00 to the State Highway Fund, and $1.00 to a special fund created in Section 27-19-44.2.

Replacement tags for lost or stolen distinctive tags cost $10.00, with tax collectors retaining 5% for the county general fund and the remainder distributed according to the same distribution formula.

Becomes effective upon passage for registrations commencing on or after July 1, 2010.
