Authorizes the State Bond Commission to issue up to $10,000,000 in general obligation bonds to fund the Mississippi Community Heritage Preservation Grant Fund, with bonds not to be issued after July 1, 2014.

Bonds mature within 25 years, bear interest at rates not to exceed limits in Section 75-17-101, and are backed by the full faith and credit of Mississippi with tax-exempt status.

Allocates $33,350,000 for grants to county governments, municipal governments, school districts, and nonprofit organizations to preserve historic courthouses, school buildings, monuments, and other historic properties identified by certified local governments.

Allocates $1,750,000 specifically for historically appropriate restoration of county courthouses, with individual grants capped at $875,000.

Designates specific grant amounts for the Amory Regional Museum ($250,000), Jacinto Foundation ($100,000), Oxford-Lafayette County Heritage Foundation ($425,000), City of Columbus Queen City Hotel ($75,000), and Town of Wesson Old School ($1,000,000).
