Extends the repealer date for health discount plan requirements from an unspecified date to July 1, 2013, allowing the regulatory framework for health discount plans to remain in effect until that date.

Requires health discount plans to clearly state they are not insurance, obtain provider authorization for discounts, disclose plan administrator information, and provide consumers with a 30-day cancellation period with full refunds minus nominal processing fees.

Deletes the repealer on the prohibition against insurance companies and agents paying commissions to unlicensed persons, making this prohibition permanent.

Permits insurance agents to pay one-time, fixed-dollar referral fees to unlicensed employees for customer referrals, provided the fee does not depend on sales outcomes or percentage of premiums.

Becomes effective July 1, 2010.
