Establishes net metering in Mississippi, requiring electric utilities to allow customers with renewable energy systems (solar, wind, hydroelectric, geothermal, biomass) to connect to the grid using bidirectional meters

Caps net-metering facility size at 25 kW for residential use and 300 kW for commercial/other use

Directs the Public Service Commission to establish rates, terms, and conditions for net-metering contracts after public comment

Credits net-metering customers for excess electricity generation carried forward to the next billing period, but any remaining credit expires at the end of each annual billing cycle

Assigns ownership of renewable energy credits generated by net-metering customers to those customers, allowing them to sell or trade the credits separately
