Creates a package retailer's special permit allowing holders of package retailer permits to conduct wine tasting or sampling events where customers receive complimentary wine tastes on the premises.

Limits wine tasting events to no more than four per month, with each event lasting a maximum of four hours and limited to eight ounces total per individual participant.

Requires tasting events to be conducted in a cordoned-off area physically separated from the point of sale, with signage prohibiting participation by those under 21 years of age.

Mandates that permit holders provide written notice to the Alcoholic Beverage Control Division at least 15 days before each event and maintain accurate records of wines and amounts consumed.

Takes effect July 1, 2010.
