Amends Section 41-41-53 to prohibit transporting an unemancipated minor to another state for an abortion without written parental consent, matching existing restrictions on performing abortions on minors in-state.

Amends Section 97-3-3 to make transporting an unemancipated minor to another state for an abortion without parental consent a felony offense.

Establishes penalties of imprisonment in the State Penitentiary for not less than one (1) year nor more than ten (10) years for violation; murder charges apply if the minor's death results.

Maintains existing exceptions allowing abortion without parental consent when necessary to preserve the mother's life or when pregnancy resulted from rape.

Takes effect July 1, 2010.
