Authorizes the Mississippi Gaming Commission's executive director to make expenditures from the State General Fund without an appropriation bill if the Legislature fails to enact a funding bill during a regular session.

Expenditures under this authority are limited to amounts appropriated for the same purposes in the preceding fiscal year and must be for essential operations and personnel only.

Executive director must follow normal budget procedures and laws as if expenditures were authorized by an appropriation bill.

Authority to make expenditures without an appropriation bill terminates once the Legislature enacts a funding bill at any extraordinary or regular session.

Amends sections 75-76-15 and 75-76-21 to conform existing law to allow executive director salary and administrative costs to be paid under this new authorization.
