Amends Mississippi Code Section 49-7-39 to authorize the Commission on Wildlife, Fisheries and Parks to establish special youth hunts for all nonmigratory game birds and animals outside the open season on public lands.

Expands existing authority to allow special youth hunts on wildlife management areas and both private and public lands, rather than limiting them to state parks.

Maintains existing provisions for special hunting seasons for youth under age 16 and handicapped persons in Natchez State Park and other state parks as approved by the commission.

Establishes a concurrent special hunting season for youth under age 16 to run during the primitive weapons season on deer.

Takes effect July 1, 2010.
