Amends Section 5-8-13 of Mississippi Code to add a four-year cooling-off period prohibiting former legislators from engaging in any activity requiring lobbyist registration after their term expires.

Applies the restriction to all members of the Legislature for four years from the expiration of their term of office.

Existing lobbyist restrictions remain in place, including prohibitions on contingency-based compensation, false statements to officials, and undisclosed gifts of value.

Takes effect July 1, 2010.
